Round up after the decimal point
CEIL(NumericValue)
・Get the smallest Int that does not fall below that number (ceiling function).
・CEIL(12.5) is 13, CEIL(-12.5) is -12.
・The result is all zeros after the decimal point, but it is a Real type.
